I could barely watch this. I consider myself to be pretty jaded when it comes to videos of people being shot by cops, but this was the most disturbing I have ever seen:

The murderer quite obviously has a serious mental illness; yet his commanders are also culpable: for sending a deranged man into this situation and for the false "intelligence" that the occupiers of the hotel room were "armed and dangerous".
